The soviet governm ent, while pos sessing sufficient technical m eans for | employing rep ressiv e m easures, the note says, nev erth eless definitely re jects the idea of a punitive action. The soviet n ote was in the n atu re of a reply to one from the P ekin for eign office, tran sm itted through the local charge d ’affaires, sta tin g th a t under th e protection of the soviet em bassy com m unists had established them selves in the Dahl bank, and the old R ussian barracks, and had plotted an uprising. The Pekin note declared th at aa a resu lt of the raid, w eapons and propaganda and o th e r evidence had been found proving this intention.
